Description
The Portuguese government approved a law to establish a voluntary carbon market in December 2023. The new law allows the Portuguese Environment Agency (AgĂȘncia Portuguesa do Ambiente) to establish a domestic crediting mechanism that includes rules governing additionality, permanence, monitoring, reporting and verification.
Recent Developments
In October 2025 the first methodology was approved, focused on afforestation on non-forest lands. A national registry platform, operated by ADENE, was also launched in October 2025.
